Read the exact rejection reason first. Sort it into one of four buckets: website, brand, campaign details, or prohibited content. Fix that bucket, then edit and resubmit the same campaign. Twilio advises editing rather than deleting and recreating. Content rejections are the exception. If your business is in a banned category, toll-free will not help either.
A rejection feels final, but most are not. Reviewers reject campaigns for specific, fixable gaps: a site that does not match the brand, an opt-in they cannot see, a privacy policy missing one sentence. This page walks you through the triage in order, so you fix the right thing once instead of guessing and paying for another review.
10DLC Site is not affiliated with TCR, CTIA, any carrier, or any provider. This page reflects provider documentation at the time of writing (Updated September 2026). Screens and fees change, so follow what you see in your account.
It means a reviewer in the registration chain decided your campaign did not meet the rules. That reviewer might be your provider, an upstream partner, or a carrier. Telnyx describes two stages: its own review, then carrier review. Twilio error 30906 means Twilio's review partner found compliance issues. The specific reason comes back through the registry.
A rejection is not the same as a blocked message. If your campaign is approved but texts fail, see the carrier pages for T-Mobile, AT&T, and Verizon.
Open your provider's campaign status and copy the full rejection text and any code. Do not edit anything yet. Twilio uses numbered error codes. Other providers show a short reason or send an email. If you only see "rejected" with no detail, ask support for the reason before you change anything.
Almost every reason fits one of four buckets. Each needs a different fix.
| If the reason mentions | Bucket | Go to |
|---|---|---|
| Website does not match the brand, wrong company, redirect | Website | Website does not match brand |
| Site unreachable, login required, invalid URL | Website | Website not accessible |
| Under construction, parked, empty, form-only | Website | Under construction or parked |
| No address, phone, or email on the site | Website | Missing contact info |
| Privacy policy missing, allows sharing | Website | Privacy policy missing SMS language |
| Terms missing, no STOP or HELP, no frequency or rates | Website | Missing SMS terms |
| Call to action, message flow, or opt-in cannot be verified | Campaign | Opt-in not verifiable |
| Sample messages unclear, no brand name, link shorteners | Campaign | Sample messages mismatch |
| Tax ID, EIN, legal name, unverified brand, sole proprietor | Brand | Brand EIN mismatch |
| Disallowed content, SHAFT, lead generation, debt, gambling | Content | Prohibited content |
| Use case not eligible for your brand | Campaign | Pick an eligible use case. Twilio 30900 covers this. |
If a reason touches more than one bucket, fix all of them before you resubmit. Telnyx lists mismatches between brand, website, and sample messages among its most common declines. One fix often exposes the next gap.
Website. The site is the most common and most fixable cause. Twilio says the registry captures a screenshot of your site and checks it against the rules. Make sure the site is live and public, matches your legal name, shows contact details, has a privacy policy with a no-sharing statement, has SMS terms, and has a visible opt-in with an unchecked box. Use the 10DLC website requirements checklist.
Brand. Fix the brand before you touch the campaign. Copy your legal name exactly from your IRS EIN letter and check the EIN and address. See brand EIN mismatch.
Campaign details. Rewrite the description, message flow, and samples so they match what the website shows. Every opt-in path you describe should exist on the site. Samples should name your brand and match the use case you picked.
Content. Decide whether the problem is the business or the wording. If the business sells something carriers ban, a rewrite will not help. See prohibited content.
| Provider | What it says about resubmitting |
|---|---|
| Twilio | Edit the rejected campaign rather than deleting it. The vetting fee is charged once per campaign. For 30897 disallowed content, do not resubmit. |
| Telnyx | $15 per submission sent to carriers. Telnyx will reach out to help fix and resubmit. |
| Bandwidth | A rejected campaign is charged the $15 fee and needs resubmission. |
| Others | Check your provider guide. |

Before you click submit, open every URL in a private browser window on a phone. If a reviewer cannot load a page, nothing else matters.
Twilio says standard campaigns can take up to several weeks because of multiple review layers, and Sole Proprietor campaigns usually get a decision within hours to days. Telnyx says carrier review typically takes 72 business hours after Telnyx approves the campaign and sends it on. Do not submit a second copy of the same campaign while one is under review.
Toll-free is a separate path with its own verification. It can suit businesses that want one national number. It is not an easy way around a 10DLC rejection:
If your 10DLC rejection was about the website, fix the website first. The same site will be reviewed either way. See toll-free verification.

Code meanings are in the Twilio guide. Other providers use their own wording, so match the words to the table in Step 2.
If the reviewer flagged your website, compare your site with the checklist. If you would rather start with a site built for the review, see pricing. If a reviewer flags a site we built, we fix the website free.
A new .com with hosting, SSL, a privacy policy that covers SMS, SMS terms and a compliant opt-in form, built to the requirements on this page. You submit your own 10DLC registration, and no one can guarantee approval, but a reviewer will have nothing on your site to flag.

Usually no. Twilio advises editing the rejected campaign instead of deleting and recreating it, and says its vetting fee is charged only once per campaign. The exception is Twilio error 30897 for disallowed content, which Twilio says should not be resubmitted.
It depends on your provider. Twilio says resubmitting the same campaign does not add a new vetting fee. Telnyx charges $15 each time a campaign is sent to carriers for review, and Bandwidth says a rejected campaign is charged the $15 fee and must be resubmitted.
Twilio says standard campaigns can take up to several weeks, and Sole Proprietor campaigns usually get a decision within hours to days. Telnyx says carrier review typically takes 72 business hours after Telnyx approves the campaign and sends it on.
No. A brand failure means your EIN, legal name, or address did not match records, so you cannot register a campaign yet. Fix the brand first. See our page on EIN and legal name mismatch.
It can make sense for some businesses, but it is not a shortcut. Toll-free verification checks a very similar website, privacy policy, and opt-in. Twilio requires a business registration number for new toll-free submissions from February 17, 2026, except for sole proprietors. Banned content is banned on toll-free too.
You can ask your provider to review it. Twilio says to contact support if you believe a disallowed-content rejection was wrong, and Telnyx says it will reach out to help you fix and resubmit. You work through your provider, not the carrier.
No one can promise approval, because carriers and their review partners decide. We build the website part to the published checks and fix the website free if a reviewer flags it. You still submit the registration yourself.
