Reviewers reject campaigns when the website is parked, listed for sale, under construction, empty, or only a lead form. They need a real, public business site that shows who you are, what you do, and how people opt in. Publish a complete site, or use an option your provider allows, then edit and resubmit.
Many businesses buy a domain, point it at a "coming soon" page, and register their texting campaign the same day. To a reviewer, that page proves nothing. There is no business name to match, no services to compare with your messages, and no opt-in form to check. So the campaign is sent back.
It means the reviewer found a placeholder instead of a business. Twilio's best-practices blog says campaigns are rejected when the site has no content or is under development. Twilio's business info guide adds that parked or for-sale domains are rejected. Error 30919 lists sites that are empty or under development, and error 30920 covers a URL that is only a form.

Twilio says to edit the rejected campaign instead of deleting it, and that its vetting fee is assessed only once per campaign. Vonage lists $15 per vetting event, Telnyx describes $15 per submission or resubmission, and Bandwidth says a $15 fee applies to rejected campaigns that need resubmission. Confirm your provider's fees before resubmitting. Twilio notes standard campaigns can take up to several weeks to review, so launch the full site before you resubmit rather than during review.

It is risky. Twilio rejects sites with no content or under development. Twilio 30891 says a pre-launch site must be noted in the campaign description, with a public link to a screenshot of the opt-in flow that will appear.
Some providers allow it. Twilio's blog mentions social media such as LinkedIn if a website is not ready, Telnyx allows a Google Business Profile or social link, and Bandwidth says to provide social or search presence. Vonage says a website is required for brands other than sole proprietors.
