Your campaign was likely rejected because there is no public SMS terms page, or the terms leave out key details. Reviewers look for your program name, what you send, how often, message and data rates, HELP, and STOP. Publish the terms on your own domain, link them from your opt-in form, and edit and resubmit.
SMS terms tell your subscribers the rules of your texting program before they join. Reviewers read them to confirm people know what they are signing up for. A general terms of service page about refunds and shipping does not cover this. The texting details need to be spelled out.
It means your terms were missing, could not be opened, or lacked the SMS details reviewers expect. Twilio error 30882 covers a missing terms URL and consent that is buried in general terms. Error 30934 covers a missing TermsAndConditionsUrl, which Twilio requires for new API campaign submissions after June 30, 2026. The URL must be https, public, and relevant to the business.
See the full requirement at SMS terms.

Here is a sample SMS terms block. It is sample language, not legal advice; adapt it to your business.
[Business Name] Text Message Program
What you will get: appointment reminders, order updates, and occasional offers from [Business Name].
How often: message frequency varies.
Cost: message and data rates may apply based on your mobile plan.
Help: reply HELP, email [email protected], or call [phone].
Opt out: reply STOP at any time. You will get one message confirming you have been unsubscribed.
Privacy: we do not share or sell your mobile number or text consent for marketing. See our Privacy Policy.
Optional: carriers are not liable for delayed or undelivered messages.
Bandwidth says opt-out language must include at least one of END, STOP, UNSUBSCRIBE, or CANCEL, so STOP covers that.
Twilio says to edit the rejected campaign rather than delete it, and that the vetting fee is assessed once per campaign. Vonage lists $15 per vetting event, Telnyx describes $15 per submission or resubmission, and Bandwidth says a $15 fee applies to rejected campaigns that need resubmission. Check your own provider. Telnyx says carrier review typically takes 72 business hours after Telnyx approval.

A new .com with hosting, SSL, a privacy policy that covers SMS, SMS terms and a compliant opt-in form, built to the requirements on this page. You submit your own 10DLC registration, and no one can guarantee approval, but a reviewer will have nothing on your site to flag.

Telnyx, Bandwidth, Vonage, and Plivo describe the same core items: program or brand name, what messages you send, frequency, that message and data rates may apply, customer care or HELP, and how to opt out with STOP.
Yes, Vonage says SMS terms can sit inside your site's Terms and Conditions. But Twilio error 30882 says consent cannot be buried in general terms, so keep the checkbox disclosure next to the form too.
Avoid both. Twilio says terms must be on the same domain as your business website with no redirect to an external domain, and Telnyx declines terms and privacy links that open as pop-ups.
Not as a general rule. Vonage lists it as an optional disclaimer.
