What is toll-free verification?

Toll-free verification
Toll-free verification is the review a business goes through to send text messages from a toll-free number. It is a separate path from 10DLC registration. From February 17, 2026, Twilio requires a business registration number, such as a US EIN, for new toll-free verification submissions, except sole proprietorships.

Definition: Toll-free verification is the review process a business completes, through its messaging provider, before sending A2P text messages from a toll-free phone number.

Businesses in the US can text from 10DLC numbers, toll-free numbers, or short codes. Each has its own approval path. Toll-free verification is separate from the brand and campaign registration in The Campaign Registry that 10DLC uses.

What does Twilio's process look like?

  1. Submit your business details, including the business registration number.
  2. Wait for review.
  3. If rejected and eligible, fix the issues and resubmit within 7 days for priority review.
  4. Do not delete and start over. Twilio says that puts you at the back of the queue.

The consent rules are the same idea across number types. CTIA's guidelines on opt-in, opt-out, and privacy apply to non-consumer messaging in general.
