Grasshopper needs a working business website, a privacy policy that says mobile opt-in data is never shared, SMS terms, and opt-in language on every page that collects phone numbers. The privacy policy link goes in the Privacy policy field, and the opt-in page link goes in the opt-in description. Reason codes 803 to 809 point to these gaps.
This page is for Grasshopper customers who text from a local number and need to register, or whose registration shows Failed or Declined. Grasshopper says carriers now block all unregistered outbound SMS, including one-to-one replies and Instant Response messages.
10DLC Site is not affiliated with or endorsed by Grasshopper. Provider names are used only to describe where information goes. This page describes the flow as documented at the time of writing (Updated September 2026). Screens change, so follow what you see in your account.
Grasshopper uses A2P 10DLC registration for local numbers. You submit it yourself in the Grasshopper admin portal: first your brand, then your SMS campaign. An automated check runs first, then aggregators and carriers review it by hand.
If you text from a Grasshopper toll-free number, you go through toll-free verification instead. Grasshopper's blog says toll-free verification is free. The website checks are much the same.
Grasshopper's support article walks through both forms field by field.
| Field | Form | What to put there |
|---|---|---|
| Website | Register Brand | Your business website. A well-established social page is allowed if you have no site. |
| Privacy policy | Register SMS | The direct link to your privacy policy page. For offline-only policies, a public share link or a screenshot in Evidence. |
| Describe your opt-in process | Register SMS | Pre-filled template. If opt-in happens on your website, include a direct link to that page. |
| Evidence | Register SMS | Screenshot upload, required if opt-in happens only offline. |
| Example message | Register SMS | One per message type, with your business name and HELP and STOP wording. |
The flow in plain steps:
Grasshopper's pre-registration checklist names five items:
For the opt-in itself, Grasshopper lists what people should see: your business name, the types of messages, frequency, "message and data rates may apply," how to get help, how to opt out, and links to your privacy policy and SMS terms.
Grasshopper shows a reason code in the admin portal and in an email. These code groups come from its support article, paraphrased, with the page that explains each fix.
| Reason codes | What it means (paraphrased) | Fix page |
|---|---|---|
| 803, 804, 806, 862 | Missing or noncompliant opt-in or call to action | Opt-in not verifiable |
| 851, 861 | Opt-out wording missing from proactive sample messages | Sample messages mismatch |
| 805, 809, 851, 852 | Privacy policy missing, hard to reach, or allows sharing | Privacy policy missing SMS language |
| 804, 807 | No website or online presence reviewers can verify | Under construction or parked |
| 601, 602, 603, 712 | Business name, samples or description inconsistent | Website does not match brand |
| 702, 706, 707 | Alcohol, tobacco or firearms content not age-gated (can resubmit) | Campaign rejected: next steps |
| 701, 703, 704, 705, 708, 709 | Prohibited content on your site or in samples (cannot resubmit) | Prohibited content |
Two Grasshopper notes matter for your website. First, reviewers will search for your website even if you do not provide one, and will reject you if it shows prohibited content. Second, your business name should match across the registration, the website and your contact email domain.
Grasshopper's opt-in guidance also recommends giving people a clear choice, such as a box to agree and a box to decline texts. For more on consent layouts, see our opt-in form page.
Grasshopper says brand registration may take a few hours. Most SMS campaign registrations are reviewed within 7 to 12 business days. Grasshopper cannot expedite.
At the time of writing, Grasshopper lists these fees, passed on without markup:
| Fee | Listed amount | Notes |
|---|---|---|
| Brand registration | $4.50 per submission | Charged whether successful or not, and again on resubmission |
| Campaign vetting | $15 per submission | Charged when the campaign reaches manual review, and again on resubmission |
| Low volume campaign (under 6,000 texts a day) | $1.50 per month | |
| Standard volume campaign (over 6,000 texts a day) | $10 per month |
If your form fails the automated check, Grasshopper says you get an email within minutes listing what to fix. The $15 fee applies when the campaign moves on to manual review. Check Grasshopper's current article before you resubmit.

In the Grasshopper admin portal at the carrier registration page. You select Register Brand first, then Register SMS to create your campaign. Grasshopper says your registration is incomplete until both the brand and the SMS campaign are approved.
Grasshopper groups 805, 809, 851 and 852 under a missing or noncompliant privacy policy. The policy must be easy to reach from any form, say what data you collect and how you use it, and state that you do not share mobile opt-in data or consent with third parties.
At the time of writing, Grasshopper lists $4.50 per brand submission and a $15 vetting fee per campaign submission to manual review, both charged again on resubmission. Monthly fees are $1.50 for low volume or $10 for standard volume, passed on without markup.

No. Grasshopper says sole proprietors are not eligible for SMS registration. All registrations must be businesses with a registered tax ID or EIN, issued at least 40 days before you submit.
Yes. Grasshopper says you still need a verifiable opt-in process even if you only reply to customers. It recommends putting opt-in language on a contact form on your website and referencing it in the registration.
Grasshopper says a previously approved campaign can be suspended due to new carrier requirements, changes to your messages, opt-in or privacy policy, or a follow-up review. You update the registration to address the reason and resubmit.
