Your site must be live and public when you submit, and it should stay that way after approval, since providers can suspend campaigns.
Twilio says The Campaign Registry runs automated website verification and captures a screenshot of your site. If that screenshot shows a "this domain is for sale" page, a "coming soon" banner, or a login box, there is nothing for a reviewer to verify. If you buy a domain and submit it before the site is built, that order can lead to a rejection.
