Every messaging provider sends 10DLC registrations to the same place: The Campaign Registry (TCR). Each provider's screens look different, but the information underneath is the same. If you prepare these four URLs once, you can paste them into any provider's form.

What fields does The Campaign Registry use for a campaign?

TCR's CSP User Guide (October 2025) lists these campaign fields. Your provider collects them and passes them on.

TCR notes that the privacy and terms link fields are optional in TCR, but having a compliant privacy policy and compliant terms is required. TCR also says it is "not a compliance house," and points to CTIA guidance and your provider's partners.

What are the four URLs, and what should each page show?

  1. Homepage. Live, public, and clearly the same business you register. See brand name match and content pages.
  2. Privacy policy. CTIA says to display it clearly with labeled links and reference it from your call-to-action. Several providers ask it to say mobile numbers and SMS opt-in data are not shared with third parties for marketing. See privacy policy.
  3. Terms with SMS terms. Program name, message types, frequency, rates, help contact, and STOP instructions. See SMS terms.
  4. Opt-in page. A form with an SMS consent checkbox and disclosure text. CTIA says opt-in details should not be buried in terms and conditions. See opt-in form.

What should my message flow description say?

Reviewers use the message flow to retrace the steps a customer takes. A strong one covers:

  1. Where people opt in. The direct link to your opt-in page, so the reviewer can open it.
  2. What the form looks like. A separate SMS checkbox that is unchecked and not required.
  3. What the disclosure says. Your brand, the type of texts, frequency, rates, STOP, and HELP.
  4. Where the policies are. Links to your privacy policy and terms.
  5. Every other opt-in path. Keywords, paper forms, or in-person signups, each with public proof.
  6. What happens next. The confirmation text people get after they opt in.

Vague flows, like one line saying customers sign up on the website, are a common reason for Twilio error 30909.

Keep it within your provider's length limit. Twilio lists 40 to 2,049 characters for Message Flow, and Telnyx lists 40 to 2,048.

How do the major providers compare?

This table uses only what each provider documents. A blank means we could not verify it, not that it does not exist. Fees change, so check current pricing.

What if I register through a reseller or software platform?

TCR's main users are Campaign Service Providers (CSPs). They register brands and campaigns on behalf of businesses. Resellers and software platforms (often called ISVs) also register through a CSP, so the same fields and the same four URLs apply. See CSP.

The brand must be your business, not the platform. Twilio's error 30907 flags cases where an ISV submitted its own platform website instead of the customer's. Bandwidth says the brand must be the actual sender, not the software behind it.

How do I get a website that passes review with any provider?

Use this checklist:

  1. Homepage is live and matches your legal name. See no parked sites.
  2. Contact details are easy to find. See business contact info.
  3. Site loads over https. See SSL and HTTPS.
  4. Privacy policy, SMS terms, and opt-in page are public and linked from your form.
  5. Your sample messages match your website. See sample messages mismatch.
