Keap uses two numbers. Text broadcasts go out from a toll-free Keap Marketing Number that needs toll-free verification. The Keap Business Line can be local (10DLC, EIN required) or toll-free. Both need a public website with visible opt-in and opt-out language, plus a privacy policy and terms that mention text messaging.
This page is for Keap users whose texts are blocked, pending, or rejected. Keap's help content now lives in the Thryv Help Center. Keap is clear that these checks come from US carriers, not from Keap.

Keap uses different paths for its two numbers. You fill in the verification form inside Keap, and it goes to the upstream carrier for review.

Keap says the Marketing Number cannot be a local number or a short code. So if your broadcasts were declined, you most likely went through toll-free verification, not 10DLC. For the Marketing Number, the Toll-Free Message Verification form opens automatically when you try to send a broadcast. For the Business Line, you submit the business verification form. Keap lists these items for a local number:

Keap adds a sharp warning for local numbers: if your registration points to a website without visible opt-in and opt-out language, carriers will reject it.
Keap does not publish a code list. Its articles name these causes:

Keap says a rejection notice includes the reason. Minor data errors can be fixed with help from Keap support and resubmitted. Content violations may not be eligible for resubmission.
Keap says both local and toll-free verification take 1 to 2 weeks. The difference is what happens while you wait:
Your status moves from Not Verified to Submitted (edits allowed) to Pending (edits locked) to approved or Rejection. Keap does not list a separate verification fee in these articles.

For a local Keap Business Line, yes. Keap says an EIN (US) or Business Number (Canada) is required and SSNs are not accepted. Toll-free numbers do not require an EIN or Tax ID, which Keap says makes them easier for sole proprietors.
Keap says local and toll-free verification each take 1 to 2 weeks. Outbound texts from a local number are blocked until verification is complete. A toll-free number can send during verification, limited to 2,000 outbound messages per carrier per day.
Yes. Keap's help center says a privacy policy or terms page that does not mention text messaging will not meet carrier requirements. It should say you send texts, describe the message types, and explain how to opt out.
Only while the status shows Submitted. Once it changes to Pending, the upstream carrier is reviewing it and edits are locked. If it is rejected for a minor error, Keap says to contact support to edit the submission.
Not on its own. Keap says the landing page opt-in checkbox is unchecked by default and cannot be made required, but enabling it does not satisfy every carrier requirement. You still need the privacy policy, terms and verification details.
