For most accounts, it is toll-free. Brevo's help center says registering a Sender ID for the USA or Canada also registers your toll-free number. So your review is toll-free verification, built into Brevo's Sender ID form.

The website checks for toll-free are close to 10DLC: a live site that matches the business, a privacy policy with a no-sharing statement, SMS terms, and a visible opt-in.
Go to the account dropdown, then Settings, Campaigns, SMS Sender ID. Click Request Sender ID and choose the USA. The form has four steps, and you can save and return later.

If you get an error when you click Submit, Brevo asks you to open a support ticket with the error number, such as "Toll-free number - error 2", and a screenshot of the form.
