Which registration does Birdeye use, and who submits it?

Birdeye uses A2P 10DLC. You fill out Birdeye's form, and Birdeye submits it. Birdeye's FAQ says it sends your A2P Customer Profile to Twilio, and Twilio sends it to TCR. Resellers can register clients on their behalf, and Birdeye offers white-label forms for that.

If you do not register, Birdeye says your number cannot receive texts. Birdeye routes outgoing texts through a shared toll-free number and adds "Sent via Birdeye" to each one. That is a fallback, not your own verified number.

What does Birdeye (and Twilio) check?

Birdeye's FAQ explains the vetting. Twilio sends Standard brands to secondary vetting, which gives a score from 0 to 100. Smaller businesses with less presence get lower scores. Birdeye says Sole Proprietor and Low Volume brands do not go through secondary vetting. See brand vetting.
