Textline uses 10DLC for local numbers and toll-free verification for toll-free numbers. It submits both on your behalf. Textline says it acts as your Campaign Service Provider for numbers it provides. You fill in the forms in the app, then Textline submits them for vetting. Textline names Twilio as the registration entity for toll-free. It also says owners of their own Twilio numbers pay campaign fees to Twilio directly. Numbers brought from other carriers or providers must be registered through those providers, not Textline.
Textline splits registration into Organization (your brand) and Department (your campaign).
