Definition: The Campaign Registry (TCR) is the registry where Campaign Service Providers register the brands and messaging campaigns that send A2P texts over US 10DLC numbers.
Think of TCR as a shared record book. It stores who is sending (the brand) and what they plan to send (the campaign). Carriers and their partners use that record when they decide how to handle your traffic.
TCR's October 2025 user guide names these roles:

TCR notes that privacy policy and terms link fields are optional in TCR itself, but having a compliant privacy policy and terms is still required. Twilio adds that TCR runs automated website verification with a screenshot.

TCR registers campaigns and verifies brands, but it says it is not a compliance house. Compliance review involves your provider, its connectivity partner, and carrier vetting.
